It's a question, not a proposal.

If you don't do use releases repo, then rally information will be stale here:
https://releases.openstack.org/

Here's why we have a release team and things we do:

http://docs.openstack.org/project-team-guide/release-management.html

Since Rally is following the independent model, it has a whole lot of leeway:

However the absolute minimum requirement is that the releases repo
should be kept in sync. If that is too cumbersome, i don't know...
