It is multi-tenant as it allows multiple users to use the same
DNS infra, while keeping control of DNS zones limited on a project
by project basis. (think of services like DynECT, Route53, SimpleDNS
etc)

We also have support for "pools" of DNS servers, which could be used to
show different views to different networks, but they are not a per
project thing - they are a global resource (right now).
