The release in question was tagged 1.1.0 (see
https://review.openstack.org/#/c/457605/), so you'd want to make
it 1.1.1.  That release was part of Pike, not Ocata, so the package
file only needs to be fixed on master (at least for that release,
I don't know if there were other similar issues with ocata stable
releases).

In general you don't want the version numbers from one series to be part
of the other series, so I think you'll need to accept patches on your
stable branches to set the version without those being backports. This
is a reasonable exception to our stable policy because the changes are
packaging metadata and not production code.
