I went ahead and moved all remaining RC2 bugs into ocata-1 with the tag:
https://bugs.launchpad.net/tripleo/+bugs?field.tag=newton-backport-potential

If you think a bug needs to be backported into Newton before official
release date, please add the tag so we can more easily triage them.
