Whoops, I've sent this by mistake. Here's the actual email:

Hello everyone,

We have a non-voting multinode grenade job in check pipeline for around
a month now. It is testing rolling upgrades by checking compatibility of
stable c-vol and c-bak with master c-api and c-sch. This is a
requirement for Cinder to achieve an assert:supports-rolling-upgrade tag
[1]. As the job seems fairly stable in comparison with the tempest job
[2] and in ci-watch [3], I'm proposing to make it voting.

Please note that failures seen in the beginning of September on graph
[2] are results of bug [4], which was actually found by the job
(although the bug itself wasn't related to upgrades).

The patch making the job voting is available at [5].
