Open Stack

Hi,

I haven't investigated yet (I'll probably look over the week-end), but
I found out that all OVB jobs running in our stable/newton CI are
failing for the same reason:
neutron-db-manage fails to run:
https://bugs.launchpad.net/tripleo/+bug/1629542

I pasted the Python trace, we might hit a packaging bug or something
backported upstream in stable:newton.

Any help on this one is very welcome,
