The problem is that the ExtensionDescriptor change has its own specific order
in which the patches must be done, as explained in
http://lists.openstack.org/pipermail/openstack-dev/2016-November/108005.html

My recommendation is that ExtensionDescriptor be done first. Then we could
stage the PLURALS and _FIELD_SIZES as you suggest, but the PLURALS change is
quite independent, so it could be done in parallel with ExtensionDescriptor.

Once ExtensionDescriptor, PLURALS and _FIELD_SIZES are done, then we will be
in a position to remove attributes.py from core neutron. That is the aim of
this little dance.
