Hi, I'd like community to look at hierarchy quota spec [1]. It uses a little different approach than previously proposed nested quota spec [2] and allows quota overbooking thing. I think it's possible to do this in parallel with cells-quota-api-db spec [3]. I'd happy to get some comments and suggestions about it. There is PoC [3] for this spec where code can be viewed.
