The issue is now resolved.

Apparently the job wasn't registered with gearman server as there weren't any slaves available in Jenkins to run it at the time of zuul restart (as some old nodepool nodes were left over and no new VMs were spawned).

The issue is currently being investigated. ThirdPartySystems Wiki was updated.
