[openstack-dev] [devstack][neutron] VMWare NSX CI - voting on devstack changes long after plugin decomposition

There is a job which has been turned on again by mistake and I'm working on
ensuring it's put to sleep again (for good this time).

If you can avoid disabling the whole account it would be great as the same
credentials are used by the still-voting nova CI.
