Open Stack

When the VMWare plugin was decomposed from the main Neutron tree (https://review.openstack.org/#/c/160463/) it appears that the CI system was left turned on.

I don't know the criteria for when this specific CI job is run, I appear
to be the only one triggering it for a ..... rather long time

So, it's still voting on DevStack changes but I think we probably should
revoke that.
