Stable branches for libraries should only ever increment the patch level, so 2.2.1.

Even if we don't do the release before the end of this cycle, we can release it as a stable update. Either way, when you are ready for a new release submit the patch to openstack/releases and include in the commit message the note that the update includes translations. 

Do you think it would be possible for Newton to start translations for libraries sooner, before their freeze date?
