[openstack-dev] [tripleo] rabbitmq / ipv6 issue

Both Pull-requests got merged upstream (kudos to Puppetlabs).

I rebased https://review.openstack.org/#/c/289445/ on master and
abandoned the pin. Let's see how CI works now.
If it still does not work, feel free to restore the pin and rebase
again on the pin, so we can make progress.
