I've not been following this thread at all so appologies if I'm
confused.

As an operator and a (former? it's been a while) docs contributor
seems to me that the Newton proposal makes sense (given my breif
reading).  I don't see why Mitaka docs that are already written and
tested should be help up on that though, seems the point of coordinated
reseases is so other can rely on major structures being stable through
them.

If we choose to do that, that's a conversation for Newton, I believe, and I believe that the Trove installation guide for Mitaka should be considered for inclusion along with the other Mitaka documentation.
