I believe the QSG is in pretty good shape.  We have been suffering some
serious code churn when we moved to docker 1.10 and kolla-docker module.
These were both highly positive changes, but destabilized he code base a
bit - blocking development for nearly 2 weeks during m3 (iirc).  We have
also had a lot of code churn related to upgrade, reconfigure, and drop
root features which were again highly positive but partially disruptive as
well.

I don't think deployment is not hit or miss as long as the QSG are
followed to a T :)

I agree we need more clarity in what belongs in the QSG.  At Tokyo summit
we held a documentation session where we produced an outline of what the
documentation should be.  We didn't define scope or boundaries on the
documentation outline, nor did we define review expectations.  I am open
to anyone from the community putting together an outline with scope and
boundaries as a review in the specs directory so we can iterate on what
exactly should go where and what the code review expectations are.
