Hi Neutrinos,

As the API Lieutenant of Neutron team,
I would like to propose Hirofumi Ichihara (irc: hichihara) as a member of
Neutron core reviewer team mainly focuing on the API/DB area.

Hirofumi has been contributing neutron actively in the recent two
releases constantly.
He was involved in key features in API/DB areas in Mitaka such as
tagging support and network availability zones.
I believe his knowledge and involvement will be great addition to our team.
He have been reviewing constantly [1] and I expect he continue to work
for Newton or later.

Existing API/DB core reviews (and other Neutron core reviewers),
please vote +1/-1 for the addition of Hirofumi to the team.
