[openstack-dev] [neutron][lbaas] - Heat support for LbaasV2

So if that's the case, I think we can just remove the old V1 resources
implementation and just have support for the V2 as.

OS::Neutron::LoadBalancer
OS::Neutron::Listener
OS::Neutron::Pool
OS::Neutron::PoolMember
OS::Neutron::HealthMonitor

Need input of Heat experts :) .
