Open Stack

is this using libvirt? if so, can you verify you have the following 
requirements:

  * libvirt 1.1.1+
  * qemu 1.5+
  * guest driver that supports memory balloon stats

also, please check to see if there are any visible ERRORs in 
ceilometer-agent-compute log.
