I've started these:

But I'm wondering what to do with trove and the neutron-*aas projects 
since they don't have a 2015.1.2 tag, do we still set their pre-version 
in setup.cfg to 2015.1.3? That seems odd to me, but it's what we did for 
2015.1.2.
