+1 -- this is what we agreed to in Tokyo, IIRC

We did not want to move them to oslo.utils because many of the
existing dependencies of oslo.utils are not useful for client
libraries, so the other alternative discussed was creating an
oslo.apiutils library, but it's not clear if the code in the incubator
is (a) used (b) the same as what is in all of the clients now.
