It is usual for some third party CI jobs to misbehave from time to time. I  
would check if the same failure occurs in other patches, and if so,  
wouldn’t be bothered too much. There are plenty of reasons why it could  
fail, but in any case, those jobs are not under neutron team control, so  
often times cannot easily figure out what goes wrong there. In that case  
just leave CI debugging to Hyper-V folks who set up the job.
