Release liaisons,

The release team is making a few changes to its communication plans
for Mitaka, to account for things we learned last cycle.

First, we are renaming the IRC channel used for release work. The
bots and logging are already configured and pleia2 has helped us
rename #openstack-relmgr-office to #openstack-release so that anyone
joining the old channel should be redirected automatically. If your
client is configured to join the old channel the redirect may cause
it to try to join both channels and result in an error in one or
the other, so please update your IRC client configuration to join
the new channel.

Second, we're dropping our weekly "office hours" schedule. Most
members of the team are on IRC consistently, and either use a bouncer
or have some other way to discover notifications when they aren't
online. That, combined with the fact that many of the liaisons are
in time zones that make the scheduled times less convenient than
anticipated meant we were typically meeting outside of the published
hours anyway.
