Well, after revisiting my notes it was that we moved
#openstack-packaging to #openstack-stable (not the other way around)
but yeah the only real blocker was that we hadn't previously been
granting +s to our admins. We do that now so we don't need to worry
about that step. I provided a bit of a blow-by-blow in
https://launchpad.net/bugs/1360324 for those who may be curious. If
there's consensus, I'm happy to help with the bits that require
operator/admin intervention; just let me know.
