Open Stack

We had a breaking API validation land a week ago which prevents our
TripleO physical/flat network from being created. As such we would
request a fast revert here to fix things:

It took us a bit longer than normal to identify this regression and push
the subsequent revert due some other unrelated CI breakages this last
week.
