[openstack-dev] [puppet] drop monolithic plugins in neutron module

The patch has been merged: https://review.openstack.org/#/c/190395

These plugins are now deleted from puppet-neutron:
* monolithic OVS (replaced in favor of ML2 with openvswitch mechanism
driver)
* monolithic Linux Bridge (replaced in favor of ML2 with linuxbridge
mechanism driver)
