[openstack-dev] [Congress] How to start a replica ?

According to the error message, looks like no enough mysql db connections
for the HA Congress server launching.

Can you double check your mysql '*max_connections*' option in my.cnf and
show the active connections in mysql console like this:

*msyql> show full processlist;*
