Thanks Ed for the explanation
              what is the meaning of contained support. api calls, for example  GET /v2.1/os-quota-sets/​{tenant_id}​} was not working.
But /v3/os-quota-sets/​{tenant_id}​  was working fine
              whether I am missing something ?

Yes, the Kilo release contained support for the v2.1 API, as well as
the support for microversions for future changes. The code is still in
the v3 directory; this is a holdover from the original attempt to
create a new v3 API that would be backwards-incompatible, which was
later abandoned in favor of the microversion approach.

There is a current effort to clean up the code base by removing the
old 'v3' references since, as you have learned, the current layout is
confusing.
