Alexandra,

the versioning scheme was defined in the refactoring blueprint [1]. TL;DR — only x and y are bound to versions of Fuel, z is free for use.
The stable/6.1.2 branch is for hiding changes from ISO build system because it does not support different version numbers for different components yet. As you can see, the only different commit there only contains a change of the version. No other patches are going to be merged there. That branch should be just ignored by release staff, in other words :)
