[openstack-dev] Resending: [nova] Request Spec Freeze Exception for: Remove direct nova DB/API access in Scheduler Filters

I sent this at the beginning of the exception process, but it did not appear on the list of exceptions mikal posted at today's nova meeting, so I'm re-sending.
