I looked through the patch at
https://review.openstack.org/#/c/150761/2/doc/config-reference/block-storage/drivers/huawei-storage-driver.xml
to try to determine the concern Andreas had.

Is Quality of Service policy only used for the Huawei storage driver? Even
if so, there are examples of QoS drivers for networking here:

http://docs.openstack.org/admin-guide-cloud/content/section_plugin_specific_extensions.html

With that as a pattern, please patch here to add QoS information for
storage drivers.

New file like this one:

with an xi:include statement in this file:
