For example -
https://github.com/openstack-infra/project-config/blob/master/jenkins/jobs/ec2-api.yaml#L45

this job has next lines:
          export DEVSTACK_GATE_TEMPEST=1
          export DEVSTACK_GATE_TEMPEST_NOTESTS=1
first line tells to install tempest
and second tells that job should not run it

and then 'post_test_hook' defines commands to run.
