[openstack-dev] [Fuel][Bootstrap] Please try Ubuntu bootstrap in Fuel 7.0

There are additional requests to merge:
https://review.openstack.org/#/c/215564 (Don't build Ubuntu based bootstrap
unless it has been enabled)
https://review.openstack.org/#/c/215565 (fuelmenu: check for APT repos only
if Ubuntu based bootstrap is enabled)
