The current status of the HMT work is that it is awaiting reviews (https://blueprints.launchpad.net/nova/+spec/nested-quota-driver-api). It was not accepted for an exception for Liberty.

It would be great if we can get the HMT function merged the next release (as some big operators and partner networks are very interested to delegate this function to their user communities) but I do not know if this is on the priority list for Nova.
