The Fuel plugin wiki advises setting up continuous integration and links to these instructions for doing so - http://www.joinfu.com/2014/02/setting-up-an-external-openstack-testing-system/comment-page-1/#comment-216389. That page currently has a disclaimer that some of the steps will not currently work due to changes in the upstream Puppet modules.
