Open Stack

As a quick update, for the Liberty cycle, keystone will be using the first milestone as our Spec Proposal Freeze (SPF), with Feature Proposal Freeze (API Impacting features must be code complete / ready for review / gating) at the second milestone. 

This will help to give us more time to ensure features and related issues to new features can be fully implemented prior to the RC window(s) and limit the rush to land code in the third milestone.
