There is a fourth question, although it's somewhat related to the first:
do we continue the concept of 'incubated' and 'integrated'? Do these
processes and designations improve OpenStack, or do they impede
progress? Does designating a development effort as "in the club"
discourage other, potentially better solutions? Or would keeping things
wide open simply dilute the efforts of people working on these solutions?

Assuming that we can achieve consensus as to what constitutes
Ring0/Layer1/core, the question then becomes how does everything else
get handled? IOW, are they all treated as independent additions? Or do
some receive a special designation (e.g., "certified good enough for the
Cern LHC"), and others are simply "your results may vary"?

The issues with gating everything together aren't the cause for making
changes to how OpenStack is organized; they are the symptom that we
can't continue along the current path indefinitely. Breaking out the
testing of the core from everything else is a good start, and will help
alleviate many of the gating issues, but I think it's also important to
realize that the growing pains are not limited to testing.
