There are more docs for devtest at
http://docs.openstack.org/developer/tripleo-incubator/devtest.html - less
RedHat specific, but they won't get you to the point of having Tuskar
running.

That doc links to docs for the devtest_undercloud.sh and
devtest_overcloud.sh scripts, which will show you one way to deploy the
clouds.
