I personally see DNSaaS as being outside the scope of Neutron. VPNaaS
and LBaaS are, at their core, about moving bits from A -> B. DNSaaS is
different, as it plays no part in how bits are moved from A -> B.

Neutron's 1 line intro is:

"Neutron is an OpenStack project to provide "networking as a service"
between interface devices (e.g., vNICs) managed by other Openstack
services (e.g., nova)."

I'm not sure I could squeeze authoritative DNS into that scope without
changing it :)
