On a related note, that oslotest cross-testing job probably needs to
be removed for the moment.  It's completely broken on our stable
branches and at some point all of these cross-test jobs will be
generated automatically, so the manually added ones will probably need
to go anyway.

I rechecked https://review.openstack.org/#/c/92910/ and it still looks
ready to go.
