[openstack-dev] [oslo] oslo-specs approval process

Hi all,

While the oslo-specs repository has been available for a while and a
number of specs proposed, we hadn't agreed on a process for actually
approving them (i.e. the normal 2 +2's or something else).  This was
discussed at the Oslo meeting last Friday and the method decided upon by
the people present was that only the PTL (Doug Hellmann, dhellmann on
IRC) would approve specs.

However, he noted that he would still like to see at _least_ 2 +2's on a
spec, and +1's from interested users are always appreciated as well.
Basically he's looking for a consensus from the reviewers.

This e-mail is intended to notify anyone interested in the oslo-specs
process of how it will work going forward, and to provide an opportunity
for anyone not at the meeting to object if they so desire.  Barring a
significant concern being raised, the method outlined above will be
followed from now on.
