That wasn't going to work since it ran too late. We need to catch it
between when the stack user is created and when DevStack runs
anything as that same user, so the patch has to go into the
openstack-dev/devstack stable/icehouse branch and work its way
forward from there. See https://review.openstack.org/144475 for my
counterproposal.
