I just submitted a change to show how to set up sphinxcontrib-spelling
for the nova-specs repository (https://review.openstack.org/88047). I
didn't do the work to ensure that enchant is installed in the CI
environment where the docs build, or to set up a CI job to run the
spelling checker, but this would at least make it possible for spec
authors to use the tool locally.

details on configuration options and how to add a word list to the
project for things you all agree are words that might not be in the
system dictionary.
