[openstack-dev] Renaming PROJECT-core teams in Launchpad, deleting core PPAs

Hi everyone,

We have been maintaining the core developers groups membership directly
on Gerrit for quite some time now. That said, the Launchpad PROJECT-core
teams continued to exist in Launchpad... and the lack of synchronization
between the two (similarly-named) teams created the confusion described
in https://bugs.launchpad.net/openstack-ci/+bug/1160277 .

There are two blockers: the VMT uses those teams as a convenience to
give key developers access to embargoed security bugs, and established
PPAs prevent the pure removal of the teams.

The proposed fix is to rename the PROJECT-core teams to PROJECT-coresec
and use them as convenient security contacts for embargoed security
fixes (the groups will have to be cleaned up at some point to only
contain people actually interested in helping in that area).

In order to do that, we have to delete the *PPAs* associated with those
core teams in Launchpad. Those should have been unused for a few years
now, but i figured I would give everyone a heads-up before going into
this clean-up rampage.

I'll proceed in a few days if nobody objects to this plan.
