There are several issues. But in short the fix consisted of https://review.openstack.org/#/c/54108/. Grenade has some asynchronous gating issues at the moment, along with trying to upgrade from Grizzly and not Havana. Now that gate isn't blocked these issues can be resolved off to the side.
