[openstack-dev] Etherpad Upgrade

In an effort to better support the upcoming design summit the Infra
team will be upgrading etherpad.openstack.org at 1600UTC Sunday,
October 13. There will be a short time period where etherpads are
inaccessible as we update DNS records and replicate databases. You
might also need to clear your browser cache if you try to access
etherpads before the etherpad TTLs have expired.

Now for technical details. We are moving etherpad to a new cloud
server. The new server comes with a newer version of node.js and an
up to date etherpad-lite and is using a database provided by Trove.
A new etherpad-dev.openstack.org has also been spun up to provide
a platform for load testing (and other etherpad items that folks may want
to test), using this server we have identified some scale problems in the
old setup that should be corrected on the new server.
Making this move now should give us plenty of time to make sure the
service is ready for the summit.
