[openstack-dev] [Neutron][LBaaS] Vote required for certificate as first level citizen - SSL Termination

To summarize:
Certificate will be a first level citizen which can be reused and 
For certificate management nothing sophisticated is required.

Can you please Vote (+1, -1)?
