[openstack-dev] [Neutron][IPv6] Planning for IPv6 Features

Moving this from the Gerrit review about change #58186 [1], to the
mailing list for discussion.

Let's start making some blueprints under the ipv6-feature-parity
blueprint[2]. I've already registered a blueprint for the work
that I've been doing, to get provider networking with V6 running,
which links to the bug reports that I've filed.

Short term, my goal is to get provider networks up and running, 
where instances can get RA's from an upstream router outside of
OpenStack and configure themselves.

Medium term, we want to make dnsmasq configuration more
flexible[3], which Dazhao Yu and I are working on.

More long term, I'd like to make it so that if there is an upstream
router doing RA's - Neutron should send a PD automatically on network
creation, and populate a subnet from the response given by the upstream
router.
