[openstack-dev] [Horizon] Use icon set instead of instance Action

Hi,

you might also want to bring up this proposal on Openstack UX Askbot 
[1], which is agreed to be a place to discuss Openstack UX issues.
This particular feature would propably depend on using font icons which 
is dealt with in this blueprint [2].
