Thierry pointed out something that we sadly often forget:
python-novaclient.  I propose that we treat novaclient sort of like a
"tag", in that there are people signed up to triage novaclient issues.

Whoever triages novaclient may need to also raise attention to the
critical and high priority issues they come across during triage either
via a ML post, or in the weekly nova meeting, to make sure they get
attention.
