Hi Michael,

One thing that we do in quantum is when a bug comes in someone usually adds
a tag  to it categorizing the bug. Then, we have one person from the core
team in charge of triaging (or trying to get someone to triage the bug)
each tag. We've broken up the components into the following tags: api, L3,
nova integration, security groups, lbaas, pythonclient, tests, horizon,
plugin_specific, stable. In my opinion this helps spread the load and makes
it easier to maintain (and find bugs one is more curious in triaging).

One interesting thing looking at the bug counts between nova and quantum is
that: 73.9%  of bugs in quantum have a tag associated with them where as
25.6% of bugs in nova have a tag on them.
